### Instructions:

 

1. **Prepare the Batter:**

– In a mixing bowl, combine the flour, salt, and baking powder.

– Gradually add water while stirring to form a smooth, slightly runny batter.

– Mix in the vegetable oil and set the batter aside.

 

2. **Prepare the Filling:**

– In a bowl, combine the beaten eggs, chopped green onions, shrimp or pork, Chinese chives (if using), soy sauce, sesame oil, white pepper, and a pinch of salt. Mix well.
